Registering to Vote and Qualifications for Registering to Vote

QUALIFICATIONS TO REGISTER TO VOTE IN NORTH CAROLINA

To register to vote in this State, a person must sign a voter declaration attesting that:

  • I am a U.S. citizen.
  • I will have been a resident of North Carolina and this county for 30 days before the election.
  • I will be at least 18 years old by the next general election.
  • I am not registered nor will I vote in any other county or state.
  • If I have been convicted of a felony, my rights of citizenship have been restored.

Qualifications to pre register to vote in North Carolina

A person who is at least 16 years of age but will not be 18 years of age by the date of the next election and who is otherwise qualified to register may preregister to vote. Preregistration allows an individual to become automatically registered upon reaching the age of eligibility. In order to preregister to vote, a person must sign a voter declaration attesting that:

  • I am a U.S. citizen.
  • I am at least 16 years of age and understand that I must be 18 years of age on or before Election Day of the general election in order to vote.

HOW TO REGISTER TO VOTE:

Qualified Granville County Residents may register to vote in several ways. (Below this list are details)

  • Go online to the Granville County Board of Elections (GCBE) at www.granvillenc.govoffice2.com in the search box type Granville County Board of Elections Forms click on it, pick a form, download the form, print it in English or Spanish. Fill it out and mail it back to the GCBE at 122 Williamsboro Street P.O. Box 83 Oxford, NC 27565. You cannot fill it out on-line
  • Go to the Granville County Board of Elections (GCBE) and fill out the registration form.
  • Call the GCBE at 919-693-2515 and have them send you a registration form.
  • Register at a State agency or the Division of Motor Vehicles
  • Pick up a registration form at a library or high school and mail it to the GCBE
  • Register and vote at the same time at a “one-stop” voting place in Granville County before Election Day.
  • Register at any “voter drives” you may see throughout your community. The persons organizing such drives will provide you with a registration form, help you fill it out if necessary and send it to the GCBE

Agencies

Voter registration programs are actively conducted through many agencies in this State. If a person is applying for or receiving benefits from any of the participating agencies or programs, a voter registration transaction is available during the conduct of any business with that office. The following programs and agencies are currently participating in the agency voter registration program:

  • Work First
  • Women, Infants and Children (WIC)
  • Food Stamps
  • Medicaid
  • Services for the Blind
  • Mental Health, Developmental Disabilities and Substance Abuse Services
  • Vocational Rehabilitation
  • North Carolina Protection and Advocacy Agency
  • Employment Security Commission
  • Department of Motor Vehicles

The driver’s license examination offices, located throughout the State, have conducted a successful voter registration program since 1984. A person may complete a voter registration transaction at any driver’s license examination office when conducting official DMV business with that office (applying for or renewing a driver’s license, I.D. card, etc.).

Other Ways:

  • Pick up a registration form at a library or high school and mail it to the GCBE
  • North Carolina has mail-in voter registration forms available through public libraries and high schools. These locations do not accept the forms for the county board of elections office. Forms may be obtained at these locations, completed, and mailed to the appropriate county board of elections office.
  • Register and vote at the same time at a “one-stop” voting place in Granville County before Election Day.
  • A North Carolina resident who is qualified to register to vote may register In-Person and vote at a One-Stop Site in the person’s county of residence during the One-Stop Absentee Voting period. The One-Stop Voting period extends from 19 to 3 days before Election Day. However, there is no voter registration during the One-Stop Voting period for a Second Primary. The process is sometimes referred to as “In-Person Registration,” but it is important to recognize that it is not permitted on Election Day itself.
    To use this process, a citizen must (1) go to a One-Stop Voting Site in the county of residence during the One Stop Absentee Voting period, (2) fill out a voter registration application, and (3) provide proof of residency by showing the elections official an appropriate form of identification with the citizen’s current name and current address. The new registrant may vote  ONLY at a One-Stop Absentee Voting Site in the county of registration during One-Stop Absentee Voting period and not on Election Day.

Deadlines to Register to vote in North Carolina

The deadline to register to vote in this State is 25 days before the day of the election. Forms that are received by the county board of elections office or postmarked by the deadline are accepted as valid applications for the upcoming election. Also, agency and DMV voter registration transactions that are completed by the deadline are accepted as valid for the upcoming election. Applicants will be notified by the county board of elections of their precinct and polling place assignments.

Individuals who miss the registration deadline, if qualified, may register in person and then vote at a one-stop voting site in the person’s county of residence during the one-stop absentee voting period, which begins the third Thursday before an election and goes through the last Saturday before an election.
